Command, Control, Computer, Communication, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Cyberspace Independent Research and Development (IR&D) Technology Interchange

The Command and Control (C2) Service Core Function (SCF), to include communication and computers, the Global Integrated Intelligence, Surveillance, and Reconnaissance (GI-ISR) SCF, and the Cyberspace SCF intend to sponsor their C4ISR and Cyberspace Independent Research and Development (IR&D) Technology Interchange Meeting (TIM) during the week of 21-25 August 2017 with the venue likely to be in Rome, NY.
This event is led by C4ISR and Cyberspace Air Force technology teams composed of technical subject matter experts (SMEs) in these technological areas.
The purpose of the C2, GIISR and Cyberspace SCFs is to coordinate AF’s C4ISR and Cyberspace S&T portfolios investments and review AF’s organizations’ strategic plans to support C4ISR and Cyberspace related S&T investments in the context of overall AF strategic priorities and goals. They achieve these objectives through direct integration and coordination of the following 11 key technical areas.
For Command, Control, Computer, and Communication (C4)
1. TACS / ATCALS Capacity and Modernized Capabilities
- LS/HD assets challenged to meet demands across multiple scenarios
2. C2 Sensor Capabilities
- Jam resistance and detection of challenging targets (low/slow/low observable/low radar cross-section), multi-sensor fusion
3. Battle Management C2 capabilities
- Enhanced Combat ID, Integrated Fire Control
4. Multi-domain Planning/Tasking/Assessment at Operational/Tactical Levels
- Dynamic planning & execution with Joint and multinational partners
5. C2 Connectivity
- Resiliency and robustness required for high-end ops and increasing number of participants
- IP-enabled wideband airborne comms
For Global Integrated Intelligence, Surveillance, and Reconnaissance (GIISR):
- Cost-effective sensing to find, fix, track, target, engage and assess (F2T2EA), challenging target sets into and within the Highly Contested Environment (HCE) and Anti-Access/Area Denial (A2/AD) environment (i.e., standing-in, standing-off, and standing above).
7. Processing, Exploitation and Dissemination (PED):
- Integrated Multi-Domain (Space, Air and Cyber) and Multi-INT ISR Collection Management architectures and tools. This includes closing the loop between PED and Collection, Tipping and Cueing collection assets across domains (i.e., when to tip/cue certain assets and when to avoid doing so), and managing data link utilization in synchronization with collection tasking priorities and time dominant/content dominant intel needs.
8. Targeting and Analysis:
- Multi-Domain/Multi-INT Targeting and Analysis for improved and timely intel production (disparate data fusion, big data analytics, machine/deep learning, collaboration, dissemination, timeliness, multi-level security, product variety, etc) and agile effects delivery.
9. Cyber C2 and Situational Awareness
- Automated cyberspace terrain assessment and mapping capabilities, extensible via open architecture, that can integrate manual inputs
- Capabilities for cyber event detection, analysis, reporting, and visualization
- Augmented and/or virtual reality human interface technologies with demonstrated benefits in cognitive effectiveness for operators for enhanced decision support
10. Cyberspace Defense and Resiliency
- Technologies enabling predictive and automated cyber threat analysis (to include behavior-based detection) with goal of automating cyber analysis and defensive actions leveraging machine learning techniques
- Weapon System defensive technologies that include a way to measure / assess their ability to be resilient to evolving threats (i.e. Mission assurance)
- Capabilities for cyber resiliency through use of agile techniques to avoid or mitigate cyber threats
11. Full-spectrum Cyber Operations
- Cyber capabilities to affect adversary perceptions, reactions, and ability to conduct operations
- Cyber capabilities to facilitate freedom of operation in cyberspace while denying adversaries the same ability
- Platform, access, and payload capabilities across all networks, closed systems, and the electromagnetic spectrum

To be considered for participation in the August 2017 event, you must nominate corporate IR&D abstracts to the C2, GIISR and Cyber SCF team who will determine the final selection of projects to be presented in the face-to-face meetings. Industry input shall be submitted to the Defense Innovation Marketplace using the link "Submit your C4ISR and Cyberspace IR&D abstracts here" on the right-hand-column of thiswebpage. Follow the input format, and submit your project abstracts, with any attachments no later than (NLT) 21 April 2017. Upon submitting your information to the IR&D database each project summary will generate an eight digit Record Number as a unique identifier. Please email the Record Number(s) of your submission(s) to firstname.lastname@example.org. If your company has already entered IR&D projects that you would like to have considered for the face-to-face meetings, there is no need to re-enter this data. Simply email a list of the Record Number(s) (total limit of 30 with no more than 10 in any one Key technical areas) to the same email@example.com email address NLT 21 April 2017. Submission of these records does not guarantee participation in the event. **Please note if this is your first time responding to an announcement, keep in mind that obtaining the required access to the IR&D database takes at least one week.
