Mark your calendars in March 2021!
The Department of the Air Force (DAF) Command & Control, Communications and Computers (C4), Globally Integrated Intelligence, Surveillance & Reconnaissance (ISR) and Cyberspace Superiority (Cyber) Service Core Functions (SCFs) community of experts is proud to announce the 2021 C4ISR & Cyber Independent Research and Development (IR&D) Technology Interchange Meetings (TIMs), slated to occur during the week of 22-26 March 2021.
The venue, likely to be either facilities at Joint Base Langley VA or Rome Research Site, Rome NY, is still being reviewed. When finalized, this posting will be updated.
This invitation is open to all industry IR&D and corporate investments, including large corporations, medium-sized and small businesses, as well as academia, National Labs and FFRDCs.
This webpage dedicated to the event mirrors/augments the event announcement in the betaSAM site -- https://beta.sam.gov/ (formerly Federal Business Opportunities (FBO)). Future postings of changes or clarification updates will only be posted on this page.
This 2021 C4ISR & Cyber IR&D TIMs engagement has broad goals to increase awareness, stimulate collaboration, and seek alignment between industry’s IR&D innovation investments and DAF’s high-priority science and technology (S&T) needs and corresponding S&T, acquisition and sustainment roadmaps. Senior-level, top-notch C4ISR and Cyber Subject Matter Experts (SMEs) from the AF are expected to participate, representing the AF Warfighting Integration Concepts (AFWIC) team at Air Staff, the Air Combat Command, the AF Life Cycle Management Center (AFLCMC), the AF Research Lab (AFRL) and several other agencies.
The DAF teams engaged in our 2021 C4ISR & Cyber IR&D TIMs are highly interested in S&T discussions with industry’s finest and viewing the landscape of IR&D investments that conceivably have significant relevance to prevailing S&T needs to meet our nation’s warfighter technology gaps.
Event Scope
Shown here are some high-level depictions of respective C4ISR and Cyber taxonomies. It is important to note that although you see taxonomy focus areas for each of C4, ISR and Cyber, please make concerted efforts to address these in a cross-mix of service core functions. Our goal is to address these as cross-flowing, seamless SCFs affecting our mission needs, not as stovepiped domains. To that end, if you have any questions or ideations you want to address, please contact us at dtic.belvoir.ecm.list.c4isr@mail.mil.
We will make every effort to provide you timely responses.

Please send your expression of interest to -- dtic.belvoir.ecm.list.c4isr@mail.mil. Once your expression of interest is received by our IR&D planning team, you will be sent additional instructions on how to nominate your IR&D projects and corporate investments. In these instructions, we will request you review the technical content of the IR&D projects and corporate investments you intend to nominate. We will ask you to specify the specific line items of the taxonomy, to aid us in assuring we have the right SMEs to meet with you. Our hope is that the topics nominated are clear text on technologies being addressed. As a heads-up, if we show an interest in your nominated topic, but do not see sufficient data relevant to selection consideration, we will contact your company identified point of contact.
Please note -- If you do not hear back from the planning team within one week, please resend the original email.
Disclaimers
- COVID-19 – We are all currently aware of the very real dangers of the COVID pandemic and the import of exercising safety protocols. There are still very real uncertainties that face us in the near future. We are planning this event as a face-to-face (F2F) engagement (with masks and physical spacing, as needed). We will be looking at other options for this event, such as having a hybrid form of F2F and virtual, or one that is entirely virtual. We all hope we can resume some normalcy in how we engage in technology interchange meetings as we did pre-pandemic.
- The government is not obligated to enter into a contract with any entity as results of IR&D collaborations from our dialogue. Data exchanges, as a result of these dialogue activities, follow the International Traffic Arms Regulations (ITAR), including export controls and restrictions in accordance with Department of Defense Instruction 5230.24, Department of Defense Directive 5230.25, the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.), and/or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended.
- Note: Government technical support contractors may be a part of the team of SMEs at the event, and company-to-company Non-Disclosure Agreements may be necessary.
